CA Engineering is a small family-owned firm that provides design and consulting services in water resources engineering. Known for combining commitment to client service with up-to-date expertise, we are dedicated to solving clients’ challenges and to being instrumental in their success. Headquartered in Puerto Rico, we also offer services in Georgia, DC, and surrounding areas.
CA Engineering was founded in 1992 by Casiano Ancalle as a one-person office in his home in Puerto Rico. Over the past 31 years, we have established a group of specialized water engineers with experience ranging from recent graduates to subject matter experts. Each member in our small team brings a diverse range of skills and expertise to the table. We have a proven history of providing quality engineering and consulting services to public and private sector clients.
OUR TEAM
PRESIDENT & CHIEF ENGINEER
Mr. Ancalle has over 45 years of experience, having managed more than a thousand projects in the U.S. and abroad. He is considered one of the foremost hydrologists in Puerto Rico and Bolivia. He is a subject matter expert in the fields of hydrology, hydraulics, water/wastewater, groundwater, and hydro-chemistry. He has worked in public and private sectors across several countries and served as expert witness in multiple cases.
David S. Ancalle, PE
VICE-PRESIDENT & PROJECT MANAGER
Mr. Ancalle has 9 years of experience in water resources engineering. He has worked in the public and private sectors in several states and serves as expert witness in stream disturbance and flooding cases. He is a licensed PE, and certified Level II Design Professional with the Georgia Soil and Water Conservation Commission. He manages projects and business development in Georgia and surrounding states.
Jesus Acevedo
SENIOR ENGINEER
Mr. Acevedo joined CA Engineering in 1998 and is a senior engineer with the company. He is a U.S. Army veteran with more than 30 years of experience in water resources engineering. He specializes in preparing construction plans and blueprints for flood control, water, and wastewater infrastructure.
Zoraima Davila
SENIOR ENGINEER
Ms. Davila joined CA Engineering in 2005 and is a senior engineer with the company. She has over 15 years of experience in water resources engineering. She is the company's expert hydraulic modeler and oversees the development of hydrologic & hydraulic models for projects in Puerto Rico.
Luz E. Torres, PhD
SENIOR CONSULTANT
Dr. Torres has more than 20 years of experience in hydrology and water resources engineering. She holds a PhD in Environmental and Water Resources Engineering, and has experience in HH studies, drainage systems, erosion control, groundwater, river bank protection, and detention ponds.
Eric Smith
PROJECT ENGINEER
Mr. Smith is a recent graduate with 3 years of experience in water resources engineering. His background is in hydrologic & hydraulic studies, GIS analyses, and sanitary sewer assessments. He is currently pursuing a MS in Civil Engineering at the Georgia Institute of Technology.
Florencia Cloitre
PROJECT ENGINEER
Ms. Cloitre is a recent graduate with 2 years of experience in water resources engineering. Her background is in 2D surface water & groundwater modeling, and bridge/culvert hydraulics. She has worked on projects in Puerto Rico, Florida, and Georgia.
